Is Task Planner a multi user system?
No.

Vista

Why all that flickering when Task Planner is launced?
Two reasons:
  • The Vista's Desktop composition, transparent window borders etc, imposes a heavy burden on the graphical subsystem.
    Desktop composition has therefore been disabled for Task-Planner, which results in the whole desktop get repainted.
  • Task-Planner must run as administrator in order to write to its database. This also results in some flickering.
